This service enables the issuance of obstacle determinations by evaluating the impact of proposed construction or alterations on aviation safety, the efficient use of navigable airspace, and the capacity of public-use aerodromes. It assesses whether the proposed changes pose a hazard to air navigation and identifies necessary measures to ensure the ongoing safety of air navigation. Additionally, it notifies the aviation community about any construction or alterations that may affect navigable airspace.

A. Application: The applicant must submit the required form along with all documents related to the proposed structure.

B. Review: A GACA specialist will review the submitted documents and assess their impact on airspace and aerodrome traffic capacity.

C. Issuance of Determination: GACA will issue a determination indicating whether the proposed construction or alteration poses a hazard to air navigation.

D. Delivery: The approval will be delivered electronically, according to the eService process.

  1. OBS01- Application Submission: An official letter addressed to the General Manager of Air Navigation Safety.
  2. OBS02- Additional Information: Any supplementary materials, such as an Excel sheet.
  3. OBS03- Evidence of Ownership: Documentation proving ownership of the proposed site.
  4. OBS04- Google Earth Snapshot: A screenshot or image from Google Earth showing the relevant area.
  5. OBS05- Charts and Drawings: Any applicable charts or drawings related to the proposal.
  6. OBS06- Contact details of the Proponent: Include email, contact number, and physical address.
  1. Application : The applicant must submit all relevant documents as requested by the General Authority of Civil Aviation.
  2. Review : GACA will review the documents submitted by the applicant and verify if it complies with the regulations and can ask the applicant to update his application.
  3. Issue : GACA will only issue the Certificate/Permit when the E-Service process allows it and GACA is completely satisfied that all regulatory requirements have been adequately addressed.
  4. Delivery : The Certificate/Permit will either be delivered electronically or manually according to the E-Service process.

Target Audience

A person proposing any construction or alteration as described in General Authority of Civil Aviation (GACA) Regulation (GACAR) Part 77, paragraph § 77.15, must provide adequate notice to the President regarding the proposed construction or alteration. This notification must be submitted using the required form.
