استناداً للفقرة (أ) من المادة (174) من نظام الطيران المدني تكوّن اللجنة من مجلس الإدارة لجنة من خمسة أعضاء يكون أحدهم على الأقل ذا مؤهل نظامي يتولى رئاستها، وتختص بالنظر في جميع مخالفات أحكام هذا النظام ولائحته، وتصدر قراراتها بالأغلبية، وتعتمد من رئيس المجلس أو من يفوضه، ويجوز التظلم من قراراتها أمام ديوان المظالم خلال ستين يومًا من تاريخ إبلاغ ذوي الشأن.يتم إعتماد قراراتها من قبل معالي رئيس مجلس إدارة الهيئة العامة للطيران المدني أو من يفوضه، ويتم تبليغ المخالفين عبر موظف الإدارة العامة للإيرادات والإسثمار. تختص اللجنة في نظر المخالفات التالية: مخالفة أحكام نظام الطيران المدني.مخالفة اللوائح الداخلية الأوامر الحكومية التي تصدرها الهيئة .مخالفة المعاهدات أو الاتفاقيات الدولية أو الثنائية أو الخاصة.

Application : The applicant must submit all relevant documents as requested by the General Authority of Civil Aviation.
Review : GACA will review the documents submitted by the applicant and verify if it complies with the regulations and can ask the applicant to update his application.
Issue : GACA will only issue the Certificate/Permit when the E-Service process allows it and GACA is completely satisfied that all regulatory requirements have been adequately addressed.
Delivery : The Certificate/Permit will either be delivered electronically or manually according to the E-Service process.
