Certificate of Authorization for Foreign Register Aircraft - GACAR Part 91

General Aviation and Light Sports

This service allows beneficiaries (owners or operators) who have foreign registered aircraft that operates in the kingdom of Saudi Arabia to apply for the issuance of certificate of authorization (CoA).

Successful completion results in either issuance of Part 91 Certificate of Authorization and appropriate operations specifications (OpSpecs) or denial of the application.

  1. Aircraft Certificate of Insurance
  2. Copy of approved flight manual including RVSM, BRNAV, RNP1, RNP5, RNP10, NAT/MNPS
  3. Copy of last maintenance release
  4. Copy of the Radio license
  5. Copy of weight and Balance and Equipment list
  6. FOA04-Aircraft Certificate of Registration
  7. FOA05-Certificate of Airworthiness (C of A), Airworthiness review Certificate (ARC) if applicable.
  8. Operation manual
  9. Transmittal letter
  1. Application : The applicant must submit all relevant documents as requested by the General Authority of Civil Aviation.
  2. Review : GACA will review the documents submitted by the applicant and verify if it complies with the regulations and can ask the applicant to update his application.
  3. Issue : GACA will only issue the Certificate/Permit when the E-Service process allows it and GACA is completely satisfied that all regulatory requirements have been adequately addressed.
  4. Delivery : The Certificate/Permit will either be delivered electronically or manually according to the E-Service process.
